Patrick Williams is a dedicated advocate for youth sports and a Northern California native. Growing up in a small town, he played football at Biggs High School, which sparked his passion for athletics. After his college football career, he relocated to Southern California in 2003 to pursue his dreams further.
With a commitment to lifelong learning, Patrick earned degrees in Psychology, Sports Management, and Marriage and Family Therapy from National University, Troy University, and Phillips Graduate University, respectively. These qualifications have equipped him with valuable knowledge to support young athletes.
In 2013, Patrick founded Blue Chip Sports, fueled by his desire to make sports accessible to all. What started as a modest flag football program in Glendale, California, with just fifty young athletes, has now evolved into a global initiative serving tens of thousands of youths annually across various locations worldwide.
Patrick’s mission is to provide sports opportunities to every young person, regardless of their background. He understands the profound impact sports had on him during his youth, offering a safe-haven and a sense of community. Today, he is committed to sharing that transformative experience with the next generation, ensuring they too can thrive through sports.
Rosario (Bibi) Williams, MA, LMFT, IECMH-E
Vice President, Mental Health Consultant
Bibi (Rosario) is a seasoned Licensed Marriage and Family Therapist with a deep commitment to infant and early childhood mental health. With over 15 years of experience, she has worked with countless children and families, employing evidence-based practices and a trauma-informed approach. Certified in TFCBT, Standard Triple P, Triple P Pathways & Enhanced, MAP, and PCIT, Rosario brings a wealth of clinical expertise to her work.
Currently, as the Family Well-Being Manager at Child Care Resource Center (CCRC), Bibi oversees a range of mental health programs across multiple California regions, including trauma-informed care services, mental health consultation, developmental care coordination, and grants under Child Youth Behavioral Health Initiative (CYBHI).
Since 2020, Bibi has been a vital part of Georgetown University’s Center of Excellence for Infant and Early Childhood Mental Health Consultation (IECMHC). In 2022, she earned her IECMH certification, deepening her expertise in early childhood mental health.
Currently, Bibi is also a faculty member of the Reflective Supervision Collaborative at Southwest Human Development in Phoenix, Arizona. An organization that focuses on supporting the growth of reflective supervisors, change agents, leaders, mentors, and trainers prepared to sustain meaningful levels of reflective supervision, reflective practice, and leadership in their institutions.
Bibi, alongside her husband Patrick, CEO of Blue Chip Sports, has pioneered a new model for flag football that prioritizes mental health and addresses issues of diversity, equity, and inclusion. She plays a crucial role in the organization by managing game-day operations and providing strategic guidance on organizational policy.
Robert Judkins
Director of Strategic Initiatives and Innovation
With over three decades of experience in broadcast media, technology, and sports production, Robert Judkins is a visionary leader committed to elevating underrepresented voices through the power of storytelling. As a Partner at the Blue Chip Youth Sports Flag Football Broadcast Network which is an exciting new initiative aimed at expanding the visibility and reach of youth flag football across international borders. Focused on both boys’ and girls’ divisions, the network will provide comprehensive coverage of key games, tournaments, and highlights, bringing the fast-paced, skill-driven sport to a broader audience. By leveraging modern digital platforms, the Broadcast Network will offer live streaming, expert analysis, and behind-the-scenes content, helping to foster the growth of the sport at a grassroots level. This initiative not only promotes athleticism and teamwork but also encourages diversity and inclusivity, with a special focus on the rising popularity of girls’ youth flag football.
As the Executive Producer/Director of Broadcast at NABI Network, Robert is passionate about showcasing the talents of Native American athletes on a global stage. His work at NABI combines cultural sensitivity with technical expertise to produce dynamic broadcasts that included an all Native American announce team which highlights inclusivity, unity, and excellence in sports, especially basketball.
Before joining NABI Network in 2021, Robert served as the Commissioner for the Los Angeles City/County Native American Indian Commission for over six years, where he played a pivotal role in securing resources to address the socioeconomic challenges facing Native American communities in Los Angeles.
Robert’s expertise spans the entertainment and sports production industries, having worked at the National Football League (NFL) for over 13 years. There, he led various initiatives in production technology, implementing solutions for broadcast workflows and managing key applications for NFL Films.
Throughout his career, Robert has demonstrated an ability to innovate across industries. He has held key roles in organizations such as Technicolor, Matchframe Video, and Positive Sound Recording, where his leadership helped drive efficiency and streamline operations in post-production environments.
Robert’s dedication to diversity and inclusion, coupled with his technical acumen, continues to inspire the next generation of athletes and media professionals. He is a strong advocate for using sports as a medium to bridge cultural gaps and foster positive social change.
Cliff Quan
Director of Expansion
Cliff started his sports fascination as early as 2 or 3 years old. He remembers his LA Rams helmet and when he’d see a game on their black and white TV, would run to his toy box and put it on. He learned his football skills from his dad, who played at the old Polytechnic High in south downtown LA. Cliff would coax his younger brother into putting on the pads and playing in their backyard, until he cried from being tackled too hard.
A few years later, Cliff experienced his first tackle football by playing in “Jr. All-American” at 13 years old. The following year he played on the Frosh/Soph team at Eagle Rock High School. He moved up to Varsity as a Junior, earning a starting spot at Wide Receiver. By his senior year he was starting both at Wide Receiver and at Cornerback, netting All League honors at Wide Receiver. Concurrently, he ran track as a sprinter and received All League honors all 4 years he competed, including holding the Freshman 200 meter school record as well as “Athlete of the Year” honors from the ABC network. He was voted by the coaching staff as the 3rd best athlete out of his graduating class. He still holds dearly his high school nicknames “The Flash” for his speed and “ShBoom” for his hard hitting on the gridiron.
Post graduation, Cliff continued to play flag football Intramurally, Inter-fraternally in College at Cal State Long Beach, as well as in adult leagues after graduation.
Cliff graduated from Cal State University at Long Beach with a BFA in Illustration. He worked as a graphic designer for 30+ years. He worked at a Sporting Goods Distributorship where he was in charge of all aspects of graphics, from print to web and because of his organizational skills, was also given the task of ordering and importing their inventory from overseas. He eventually purchased the business and ran that, as well as retail sites.
Cliff began coaching his son Jett in flag football in 2015. Around 2019 Cliff registered his son Jett into a Blue Chip Flag Football league and discovered a highly organized and competitive league that they could play in, year round. They were hooked. In 2021 he coached one of Blue Chip’s Travel tournament teams for 2 years. And in 2021 he also started running Blue Chip’s Covina/San Dimas league as Commissioner.
Today, Cliff uses his enthusiasm for flag football, coaching and business acumen to help spread the Blue Chip Flag Football brand nationally and worldwide by being the Director of League Development and Expansion. He used his graphic design skills to design all of the new Blue Chip Flag Football uniforms, as well as other merchandise. And he continues to coach his son, as well as now his daughters and countless other kids in Blue Chip Flag Football. He also offers supplemental wide receiver training through his Apex Force Training website.
Mo Streety
Consultant
An Air Force Veteran (Training Systems Specialist) with a diverse training background working with Morale, Welfare & Services personnel in the Strategic Air Command from 1985-1988 at Whiteman Air Force Base in Missouri.
After that he was moved over to the Air Combat Command at Luke Air Force Base at Luke Air Force Base where he served in the Air Maintenance Unit (310th), Aircrew Training & Development (56th Tactical Training Squadron) and Medical Group Training Management. During his tenure he was uniquely involved with the Air Force’s migration into what would be today’s modern technology. At one point he was the school registrar for every F-16 Fighter Pilot in the free world. In the Medical Group, after a stint in the AMU’s, he continued his journey as a Coach.
His coaching career actually began after High School upon graduation at Detroit Cody high school where one of the first players he worked with went on the NFL, something that would become a trend for the rest of his career.
Coach Mo began working as a coach in the Phoenix area in 1990 at Luke Air Force base where his 56 Medical Group football teams enjoyed a 40-4 record in 4 years with four championship appearances (winning 3). As an assistant football and track coach at Peoria Centennial (91-94), Phoenix Moon Valley (93-98), Desert Vista (99-2000) and Phoenix Christian high Schools, his athletes enjoyed phenomenal success dominating the sprints, jumps & hurdles in their respective regions. He has also been successful as a football coach, affiliated with 9 state championships, 3 with close friend and mentor Jim Rattay.
As a professional speed and agility trainer, He’s also tutored dozens of all-state, all-American and all pro players at every level to include 6 first round draft picks, future domestic and foreign baseball players while affiliated as a speed and agility Coach with the formerly word renowned Fischer Sports Institute. He’s also worked with several future and current NFL and professional ring of honor, future and current Hall of Fame baseball, basketball and football players.
From 2003 until June 2022, Coach Mo served as the Youth Football Manager for The Arizona Cardinals where his youth football program became a recognized best practice, national power and pipeline to the finest in high school, college and professional sports.
As Head Track Coach at Phoenix Christian High School and Sports Director for the Murphy School Districts Field Of Dreams, Coach has taken pride in continuing to grow his reputation as a reputable track & field coach and sowing good deeds in the community.
After over 17 years with the Cardinals, Coach Mo moved on to the Los Angeles Rams, where he is currently the Youth Football coordinator.
Cynthia Stern, PhD., LMFT
Mental Health Consultant
Dr. Cynthia Stern is a Licensed Marriage and Family Therapist (LMFT) with a diverse and multifaceted professional background that bridges business, clinical psychology, sports performance, and organizational leadership. After earning her BA in Communication from Arizona State University, Dr. Cynthia began her career in business, working in accounting for seven years across various industries, including insurance, music, and fashion. Her experiences in these dynamic fields provided a strong foundation in global business operations and collaboration. In 2012, Dr. Cynthia transitioned into the field of psychology, combining her business acumen with her passion for helping others.
Dr. Cynthia earned an MS in Counseling Psychology, Marriage and Family Therapy, from Mount St. Mary’s University, Los Angeles. During this time, she began teaching as an adjunct faculty member. Dr. Cynthia later completed her PhD in Organizational Leadership at The Chicago School of Professional Psychology, where she also served as a member in the Marriage and Family Therapy (MFT) department and worked as the Associate Director of Clinical Training. Her clinical expertise grew through her role as Clinical Director at an eating disorder residential treatment program and her work at a detox and residential treatment center for substance use, as well as in her private practice.
Currently, Dr. Cynthia is a partner at Ellie Mental Health in Glendale, CA, where she combines her business and clinical expertise to lead a thriving group practice. Dr. Cynthia is also an active participant in the Glendale Leadership Program, reflecting her commitment to community engagement and professional growth. Her unwavering passion for sports – both as an athlete and a dedicated fan – has fueled her interest in sport psychology. She has successfully integrated her background in business, clinical psychology, organizational leadership, and sport psychology to support clients in building mental toughness, enhancing mental performance, and achieving their goals. Dr. Cynthia is now working toward certification as a Certified Mental Performance Consultant (CMPC) through the Association for Applied Sport Psychology, further expanding her capacity to support athletes at all levels.

Achilles Williams is a dynamic young entrepreneur and rising tech industry star known for his innovative approach to problem-solving and passion for digital transformation. With a computer science and business background, Achilles has quickly gained recognition for his leadership in developing innovative solutions that drive efficiency and automation. He champions emerging technologies like AI, gaming, and blockchain. His forward-thinking mindset has positioned him as a leader among the next generation of tech innovators. Passionate about empowering others, Achilles is also involved in mentorship programs that foster tech talent in underrepresented communities.
Juan Carreon
Social Media Manager / Event Manager
As a passionate advocate for youth sports, Juan has dedicated many years to Blue Chip Youth Sports, where he wears a myriad of hats – statistician, social media managers, coach, and event coordinator. As a former player in the organization, Juan brings firsthand experience and a deep understanding of the game. His journey also includes time as an organization referee, enhancing his perspective on sportsmanship and fair play.
Committed to fostering a positive environment for young athletes, Juan enjoys creating engaging community events and sharing the excitement of flag football through social media. When not on the field, he loves being out in the community as a Youth Engagement Coach for the Los Angeles Rams.
Chal Chaffe
Customer Service Manager
Chal has been a key contributor to Blue Chip Youth Sports for many years, taking on diverse responsibilities such as managing statistics, providing customer support, coaching, and coordinating events. As a former player in the program, Chal draws on his individual experiences to connect with young athletes and understand their needs. His background as a referee further enriches his perspective on fair play and integrity in sports. Dedicated to building a positive and inspiring environment, Chal focuses on creating impactful community events and bringing flag football to life. Beyond his work with Blue Chip, Chal engages with the community in his role as a Youth Engagement Coach for the Los Angeles Rams.
